الوزيرة المكلفة بالجالية توضح موقف الحكومة من تنظيم عملية مرحبا 2021

 

قالت نزهة الوافي، الوزيرة المنتدبة لدى وزير الشؤون الخارجية والتعاون الإفريقي والمغاربة المقيمين بالخارج المكلفة بالمغاربة المقيمين بالخارج، إن الحكومة تستعد لتنظيم عمليات استثنائية لاستقبال المغاربة المقيمين بالخارج، إذا استمرت الحالة الوبائية كما هي واستمر معها الحظر في بلدان العبور.

وجاء تصريح الوافي خلال اجابتها على الأسئلة الشفوية بمجلس المستشارين يوم الثلاثاء 11 ماي الجاري، إذ أكدت أن الاستعداد لعملية عبور التي ينظمها المغرب بتميز منذ سنوات، وتعرف نجاحا متفردا عبر تعبئة مختلف المكونات والإمكانيات، جارية لتوفير شروط نجاحها في حالة تنظيمها مجددا حسب الحالة الوبائية لبلدان العبور والاستقبال.

وحسب المسؤولة نفسها، فبسبب الجائحة لم يتمكن المغرب من تنظيم عملية “عبور ” و”مرحبا” خلال سنة 2020، كما كان معتادا على ذلك من قبل، مشيرة إلى أن تنظيم هذه العملية خلال سنة 2021، تتحكم فيه مجموعة من الشروط، في مقدمتها الحالة الوبائية لبلدان العبور التي يتوجب مراعاتها للتمكن من العبور وذلك بالتنسيق معها.

وأوضحت أن الوضعية الوبائية في بلدان العبور والاستقبال لم تتضح لحد الآن، خصوصا أن بعضها لا تزال في حالة طوارئ، أو أنها لم تفتح حدودها لحد الآن أمام الرحلات الخارجية أو المرور من ترابها إلى جانب استمرار النقاش حول طبيعة الجواز الذي سيعتمد للمرور.

ورغم أن الوضع الوبائي لبلادنا لا يزال مستقرا، تؤكد الوزيرة، إلا أنه يتوجب التنسيق مع بلدان العبور فيما يخص تنظيم عملية مرحبا، مضيفة أن اللجنة الوطنية للعبور عقدت اجتماعها يوم 19 أبريل الماضي، للبت في كل الاستعدادات والإجراءات اللوجستيكية الضامنة لتوفير شروط نجاح عملية “مرحبا” في حال تنظيمها، أو تنظيم عملية استثنائية كبرى لاستقبال المغاربة المقيمين بالخارج وتمكينهم من زيارة عائلاتهم بالمغرب.

Al-Wafi’s statement came during her response to oral questions in the House of Advisors on Tuesday, May 11th, confirming that the preparation for a transit operation organized by Morocco with distinction for years and known as unique success by mobilizing various components and capabilities is underway to provide the conditions for its success in the event that it is regulated again according to the epidemiological situation of countries Transit and reception.

According to the same official, because of the pandemic, Morocco was not able to organize a “transit” and “hello” operation during the year 2020, as it used to do before, noting that organizing this process during the year 2021 is governed by a set of conditions, foremost among which is the case. Epidemiology of transit countries that must be taken into account in order to be able to transit, in coordination with them.

She explained that the epidemiological situation in the countries of transit and reception has not yet been clear, especially since some of them are still in a state of emergency, or that they have not yet opened their borders to foreign trips or pass through their soil, in addition to the continuing discussion about the nature of the passport that will be approved for passage.

Although the epidemiological situation in our country is still stable, the Minister asserts, it is necessary to coordinate with the transit countries regarding the organization of the Marhaba operation, adding that the National Transit Committee held its meeting on April 19, to decide on all the necessary logistical preparations and measures to provide the conditions for the success of the “Marhaba” operation. “In the event that it is organized, or a major exceptional operation is organized to receive Moroccans residing abroad and enable them to visit their families in Morocco.
